HEC to Launch Blockchain-Based Digital Degree Attestation by June 2026

The Higher Education Commission (HEC) is preparing to launch a blockchain-enabled digital attestation system that will allow students to verify their degrees online without the need to visit offices or submit physical documents. This initiative aims to simplify the attestation process and enhance accessibility for students and graduates.

Under this new platform, applicants will be able to submit their attestation requests digitally and monitor the progress of their applications in real time. To develop this system, HEC has entered into a partnership with CMPak and its joint venture partner Wibbow Technologies, who will be responsible for creating the blockchain-based infrastructure.

The transition to this digital system promises significant benefits, including eliminating in-person visits, accelerating processing times, and facilitating easier sharing of authenticated credentials. This is particularly advantageous for individuals residing outside major urban centers or those applying from abroad.

In a significant development, the system is scheduled to be operational by June 30, 2026. Earlier this year, in February, the Standing Committee of the National Assembly on Government Assurances urged HEC to shorten the turnaround time for degree attestation, criticizing the existing process as cumbersome and financially burdensome for students.

During discussions on the implementation of assurances made by the Minister for Education regarding degree attestation issues, the committee emphasized the need to minimize the time from application submission to completion. The HEC chairman informed the committee that a comprehensive, secure blockchain system is being established to address these concerns effectively.

He further stated that the project will be implemented by the end of June 2026 and will initially connect HEC with 25 universities as well as the Attestation Directorate of the Foreign Office. Additionally, the committee requested a joint presentation from HEC and the Foreign Office to provide further insights into the degree attestation process.
