    PTI’s Exclusion of Interior Minister from Imran Contempt Plea Sparks Debate

    The Pakistan Tehreek-e-Insaf (PTI) has sparked controversy by naming Prime Minister Shehbaz Sharif but excluding Interior Minister Mohsin Naqvi from its contempt petition concerning the Supreme Court’s August 18 directive to transfer Imran Khan to Shifa International Hospital. This move has generated debate both within the party and among political observers, as it appears to contradict the stance taken by PTI’s chairman during a parliamentary party meeting.

    The core of the dispute lies in whether the contempt petition aims primarily to enforce the Supreme Court’s order or to seek punitive action against those allegedly responsible for its non-compliance. At the parliamentary party meeting, PTI chairman Barrister Gohar Ali Khan emphasized that the matter should not be politicized but handled strictly on legal grounds by the party’s legal team to benefit the imprisoned leader.

    the discussions, the main objective was to ensure the court’s order was implemented, specifically the transfer of Imran Khan to Shifa International Hospital with appropriate medical arrangements. The chairman argued that the contempt proceedings should focus on enforcing the judicial directive rather than targeting political figures for punishment.

    It was further suggested that enforcement efforts should concentrate on relevant administrative officials responsible for implementation, such as the interior secretary and the principal secretary to the prime minister, rather than naming senior political leaders as respondents. The rationale was that including both the prime minister and interior minister could politicize the proceedings and detract from PTI’s primary goal of securing compliance with the court’s order.

    Despite this, when the petition was finalized, Prime Minister Shehbaz Sharif was included as a respondent while Interior Minister Mohsin Naqvi was omitted. The parliamentary party remains unclear about the reasons behind this decision, which has since become a topic of discussion in political and media circles.

    PTI’s legal team has offered a different explanation. Barrister Salman Akram Raja stated that an individual must be linked by evidence to the decision not to comply with the Supreme Court’s order before being named in the petition. This reasoning justified the exclusion of the interior minister, while the interior secretary was included.

    The petition, filed by Imran Khan’s sister Uzma Khan through lawyer Uzair Karamat Bhandari, lists several respondents: the prime minister, law and information ministers, Islamabad’s chief commissioner, the interior secretary, Punjab’s inspector general of prisons, and the superintendent of Adiala Jail. It seeks contempt proceedings and immediate enforcement of the Supreme Court’s directive regarding Imran Khan’s transfer to Shifa International Hospital.

    Meanwhile, the government has challenged the Supreme Court’s original order, asserting that PTI supporters created a security situation that obstructed Imran Khan’s transfer. Instead, he was taken to the Pakistan Institute of Medical Sciences (PIMS) for a medical examination before being returned to Adiala Jail.

    This controversy extends beyond the omission of one minister’s name, raising broader questions about the nature of the contempt proceedings. It prompts debate over whether PTI’s legal strategy is focused on enforcing a judicial order or on pursuing action against those deemed responsible for violating it. Sources indicate that PTI’s leadership originally prioritized enforcement of the court’s order, but the petition’s approach has sparked discussion about consistency with that initial position.
