Tragic Roof Collapse in Rahim Yar Khan Kills Eight Women During BISP Cash Distribution

In a devastating incident that has shaken the community of Rahim Yar Khan, Punjab, at least eight women were killed and more than 80 others sustained injuries when the roof of a local shop gave way during the distribution of Benazir Income Support Programme (BISP) cash payments. The tragedy unfolded in Chak 123P, where a large crowd of women had gathered to receive their government welfare funds ahead of the upcoming Eid-ul-Fitr celebrations.

District Police Officer Irfan Samo provided initial details, explaining that the roof collapsed under the immense weight of the crowd. Over 100 women were reportedly present at the site, with some standing on the shop’s roof as directed by the shopkeeper, while others remained inside the premises. This dangerous arrangement proved fatal when the structure could no longer bear the load.

Rescue teams and police personnel arrived promptly at the scene, working tirelessly to extricate those trapped beneath the debris. The injured were swiftly transported to Sheikh Zayed Hospital in Rahim Yar Khan, where medical staff reported that many victims suffered severe head injuries, broken limbs, and fractures. Several patients remain in critical condition, highlighting the gravity of the incident.

In response to the tragedy, authorities have registered a case at the Airport Police Station naming five individuals, including the private retailer’s device agent, who has been held accountable for the accident. The District Police Officer emphasized that the device agent’s negligence played a significant role in the collapse. Investigations are ongoing to determine the full circumstances surrounding the incident and to ensure justice is served.

The Benazir Income Support Programme is a crucial government initiative aimed at providing quarterly cash assistance to low-income families, with a particular focus on empowering women. This latest catastrophe underscores the persistent dangers posed by overcrowding at aid distribution points, a challenge that becomes especially pronounced during Ramadan when demand for assistance surges. Similar incidents of crowd-related accidents have been reported in the past, reflecting systemic issues in managing large gatherings at welfare centers.

It is worth noting that in 2023, a tragic stampede at an aid distribution center in Karachi resulted in the deaths of at least 11 women and children, further highlighting the urgent need for improved safety protocols during such events. These recurring incidents have prompted calls for stricter enforcement of building regulations and better crowd management strategies to prevent future loss of life.

In the wake of the Rahim Yar Khan disaster, prominent political figures have expressed their condolences and concern. Former President Asif Ali Zardari conveyed his sorrow to the families affected and urged authorities to provide the best possible medical care to the injured. He also called on the Sindh government to conduct thorough investigations, enforce building safety standards, and ensure gas cylinder safety to avert similar tragedies.

Meanwhile, Punjab Chief Minister Maryam Nawaz Sharif extended her heartfelt sympathies to the bereaved families and directed officials to guarantee optimal medical treatment for the victims. She has requested an immediate report from the Deputy Commissioner to assess the situation and take necessary corrective measures.

In a related development, Senator Rubina Khalid, Chairperson of BISP, voiced her grave concern over the incident. She highlighted the trust that beneficiary women place in the programme as a source of support and protection, emphasizing the need to safeguard their well-being during such critical distributions.

This tragic event serves as a somber reminder of the vulnerabilities faced by marginalized communities relying on government aid. It also calls attention to the pressing need for comprehensive reforms in the management and infrastructure of welfare distribution centers across Pakistan to ensure the safety and dignity of all recipients.
