Pakistan will have to seek a fresh Generalised System of Preferences Plus (GSP+) arrangement with the European Union from January 2027, when the current framework expires in December 2026, official sources said. A grace period will keep the existing arrangement in place until December 2028, giving the EU Commission and its parliament time to finalise the new scheme.

Officials said any country, including current beneficiaries such as Pakistan, can apply once the new GSP+ regulation takes effect on January 1, 2027. Present beneficiaries have a two-year grace period from that date to December 31, 2028. Sources said Pakistan must address several priorities to keep its eligibility and meet international commitments, particularly in view of revised GSP rules due in 2027.

EU Ambassador Raimundas Karoblis met the leadership of the Pakistan Textile Council in Karachi to discuss GSP+ and future trade relations. He stressed the need for effective implementation of existing international commitments to secure continued GSP+ benefits.

Officials also said Pakistan will need intensive lobbying and stronger capacity to meet strict compliance requirements for the next GSP+ scheme. Islamabad is expected to formally apply for the new arrangement after January 2027.

Deputy Prime Minister and Foreign Minister Ishaq Dar stressed the significance of the GSP+ scheme for Pakistan’s economic ties with the European Union, and called for a return to dialogue and diplomacy in the region. He made the remarks in a meeting with EU High Representative for Foreign Affairs and Security Policy Kaja Kallas on the sidelines of the 81st UN General Assembly on September 21, according to a Foreign Office statement.

Dar also appreciated the EU’s constructive engagement during recent regional developments and its recognition of Pakistan’s efforts towards de-escalation and dialogue.
