ICC Issues Arrest Warrant for Duterte Ally Over Drug War Crimes

The International Criminal Court (ICC) has officially confirmed the issuance of an arrest warrant targeting Senator Ronald dela Rosa, a prominent ally of former Philippine President Rodrigo Duterte. This development is connected to alleged crimes against humanity stemming from the controversial anti-drug campaign initiated during Duterte’s administration.

Notably, the warrant was issued confidentially and kept under seal by Pre-Trial Chamber I on November 6, 2025. The ICC is currently in the process of unsealing the document and plans to make it publicly accessible in the near future. This step marks a significant move in the ongoing international legal scrutiny of the Philippines’ war on drugs.

Senator dela Rosa is accused of playing a key role in overseeing the implementation of Duterte’s aggressive anti-drug operations. These operations have drawn widespread condemnation from human rights organizations and the global community due to allegations of extrajudicial killings and other serious abuses. The ICC’s action underscores the court’s commitment to addressing alleged violations of international law related to the campaign.

Meanwhile, this arrest warrant adds to the growing list of legal challenges faced by individuals linked to the Duterte administration’s policies. The international community continues to watch closely as the ICC advances its investigation into the human rights implications of the Philippines’ drug war.
