The Bureau of Emigration and Overseas Employment (BEOE) has publicised details of South Korea’s Employment Permit System (EPS), a government-to-government scheme that opens lawful work opportunities for Pakistani workers. The bureau shared the information on social media, saying the EPS allows workers from approved partner countries to secure jobs in South Korea under the E-9 work visa.

In Pakistan, the programme runs through cooperation between the Overseas Employment Corporation (OEC) and HRD Korea, the Human Resources Development Service of Korea. Selected Pakistani candidates can apply for posts in manufacturing, construction, agriculture and certain service roles. The scheme is designed to provide a transparent hiring process, written contracts and access to wage protections, labour rights and workplace safety standards.

Eligibility rules and recruitment checks

Applicants are generally expected to be aged between 18 and 39, hold a valid passport and meet health and other criteria. A previous illegal stay in South Korea, a history of deportation, a criminal record or legal limits on overseas travel may affect eligibility. Candidates have been told to review the latest recruitment notice from the OEC, which sets out age limits, registration dates and eligible sectors.

Language test and skills assessments

Applicants must first sit the computer-based EPS-TOPIK examination, which measures their ability to read and understand spoken Korean. Those who reach the required standard may move on to further skills and competency tests, depending on the recruitment criteria. These may cover practical job skills, physical fitness, hand-eye coordination and colour recognition, along with work experience or skills certificates where needed.

Candidates are encouraged to study official EPS-TOPIK textbooks and practice materials. Particular focus should go to Korean vocabulary for factory work, tools, workplace safety instructions and everyday communication.

Job-seeker list and no guaranteed placement

Candidates who complete the assessments successfully can be added to South Korea’s job-seeker list. Employers in South Korea can then choose suitable candidates and issue employment contracts. However, passing the test or joining the list does not assure work, because final selection depends on employer demand and other recruitment requirements.
