As Muharram-ul-Haram begins today, Punjab authorities have activated comprehensive security and traffic arrangements to facilitate the peaceful conduct of religious gatherings and processions. Law enforcement agencies across the province have been placed on high alert throughout the Ashura period, deploying tens of thousands of personnel and implementing strict monitoring systems.
More than 30,000 police officers and staff have been assigned to secure religious processions and majalis throughout Punjab. In Lahore alone, security duties involve over 3,000 personnel overseeing 10 processions and 411 gatherings on the first day of Muharram. Province-wide, 96 processions and 3,448 majalis are being held under heightened security coverage.
Additionally, upwards of 15,000 community volunteers are supporting police efforts to maintain order and ensure smooth religious observance. Central control rooms and surveillance networks have been activated for real-time monitoring of activities.
In Lahore, the Commissioner’s Office confirmed that the first day featured 10 processions, including eight category B and two category C events, alongside 402 majalis categorized as 45 in category A, 261 in category B, and 96 in category C. Municipal preparations covering sanitation, route management, and other facilitation measures were completed in advance, while multiple control centers oversee live monitoring.
Punjab Police emphasized that security has been intensified following directives from Inspector General Abdul Karim, who mandated strict enforcement of Section 144 throughout the holy month.
Section 144 has been imposed province-wide from the 1st to the 10th of Muharram, introducing seven key restrictions to maintain public order. Only pre-approved processions and gatherings are allowed, with all new assemblies, protests, and unrelated activities prohibited. The display of weapons and use of explosive or incendiary materials without prior authorization is banned.
The restrictions also forbid sectarian speeches, provocative slogans, and any actions likely to incite unrest. Authorities have prohibited the collection of stones, bricks, or debris on rooftops along procession routes, as well as the erection of makeshift barricades or firing positions. Spectators are barred from gathering on rooftops or shopfronts adjacent to procession paths to ensure uninterrupted and secure movement.
Notably, a targeted ban on motorcycle double riding will be enforced only on the 9th and 10th of Muharram, with exceptions for senior citizens, women, and law enforcement personnel. These measures aim to reduce security risks during peak gatherings.
In Rawalpindi, City Police Officer Syed Khalid Hamdani unveiled a detailed security and traffic plan deploying more than 7,000 police personnel across the city. Over 1,100 traffic police officers will manage movement during processions, supported by women police staff assigned to both security and traffic roles. More than 1,000 trained volunteers are also assisting police operations.
Security arrangements in Rawalpindi cover 475 processions and 2,201 majalis, with real-time surveillance conducted through a dedicated Safe City control room. The CPO stated that no individual will be permitted entry without a body search, parking near imambargahs is strictly forbidden, and roads surrounding these sites will be sealed during processions. Social media is also being monitored to prevent sectarian content, with strict legal actions planned against offenders.
All measures are being executed in accordance with directives from the Punjab chief minister and provincial police leadership.
Separately, Rawalpindi Traffic Police released a comprehensive traffic management plan deploying over 980 traffic wardens citywide. Roads on procession routes will be fully closed, with traffic diverted via alternative routes managed by additional personnel. Dedicated lanes for ambulances and emergency vehicles will remain open at all times.
City Traffic Officer Farhan Aslam highlighted strict enforcement against double riding where applicable, as well as against vehicles lacking number plates or displaying obscured registration. He urged citizens to cooperate by using alternative routes, emphasizing that the smooth observance of Muharram depends on public and traffic police coordination.
Overall, Punjab authorities have underscored that these extensive deployments, Section 144 restrictions, traffic controls, and surveillance initiatives are designed to ensure a peaceful, secure, and well-organized Muharram observance across the province.
