Federal Minister for Planning, Development and Special Initiatives Ahsan Iqbal emphasized that Pakistan’s primary economic challenge is to transform macroeconomic stability into long-term growth, enhanced productivity, increased exports, greater investment, and job creation. He highlighted that Pakistan should be recognized not only for its challenges but also for its vast potential.
With a population nearing 260 million, a substantial youth demographic, strategic geographic positioning, abundant agricultural and mineral resources, a growing digital economy, and a robust global diaspora, Pakistan has strong foundations for enduring economic transformation, the minister stated while addressing a delegation of Harvard Business School MBA students on Friday.
Welcoming the students to the Ministry of Planning and Development, Iqbal stressed the need to break the recurring cycle of economic booms followed by external account pressures, stabilisation, and slowdowns. He advocated for restructuring the economy with a focus on productivity and exports. “While stabilisation is essential, it alone does not equate to development. Pakistan cannot achieve prosperity through austerity measures alone; it must generate wealth through productivity, innovation, investment, and exports,” he remarked.
The minister introduced the students to URAAN Pakistan, the government’s national transformation framework centered on five pillars: exports, enterprise and employment; e-Pakistan and the digital economy; environment, climate change, food and water security; energy and infrastructure; and equity, ethics and empowerment.
Pakistan aims to become a $1 trillion economy by 2035, Iqbal noted, but clarified that the goal extends beyond reaching a GDP figure. The critical question is what Pakistan will be capable of producing and competitively selling globally by then that it cannot today. He underscored that true development involves building national capabilities.
He identified productivity, quality, and innovation as vital to Pakistan’s future competitiveness. The government is working to cultivate a national culture around these principles so that “Made in Pakistan” becomes synonymous worldwide with reliability, quality, and value.
Highlighting human capital, Iqbal described Pakistan’s people as its greatest asset. He cautioned that the youthful population could become a demographic liability without adequate support in education, nutrition, healthcare, skills development, and employment. He called human capital the country’s most crucial infrastructure, noting that advanced economies derive enduring strength not only from physical assets but also from intellectual capital generated by universities, research institutions, and innovation ecosystems.
Artificial intelligence presents a historic opportunity for developing nations, he added, warning that countries failing to build technological capabilities risk being left behind in a new global intelligence divide. Pakistan must evolve beyond merely consuming emerging technologies to becoming a producer and adapter in fields such as AI, biotechnology, advanced manufacturing, agriculture, and space sciences.
Addressing climate change, Iqbal stated that Pakistan’s experience shows climate resilience can no longer be treated as a separate environmental concern, as it directly impacts fiscal stability, food security, infrastructure, public health, and poverty reduction.
He also discussed the evolving role of the China-Pakistan Economic Corridor (CPEC), noting that while its initial phase focused heavily on infrastructure and energy, the next phase should prioritize industrial cooperation, technology transfer, agriculture, exports, and business-to-business partnerships.
Regarding the political economy of reform, the minister stressed the importance of policy continuity over extended periods. He observed that although successful nations may adopt different economic models, they share a common trait: consistent implementation of sound policies over time. Economic development, he concluded, is the compound interest of good policies steadily applied.
