The Federal Investigation Agency (FIA) has initiated a corruption case against two officials of the Capital Development Authority (CDA) concerning a disputed plot in Tarlai Kalan. The case revolves around allegations that the officials issued a no-demand certificate (NDC) while concealing ongoing litigation related to the property.
The FIR names Deputy Director Estate Management-II Sajjadullah and dealing assistant Yasir Irfan as the accused, following an inquiry sparked by a citizen’s complaint. The complainant claimed that despite a legal dispute dating back to 2022, the officials declared the plot clear, which later surfaced as a barrier during an attempted property transfer.
In a significant development, the FIA alleges that the officials accepted a bribe to issue the NDC and intentionally omitted details of the pending litigation from official records. The case includes charges of corruption and abuse of authority.
The FIR further highlights that the complainant was denied the right to sell or transfer the property due to the unresolved dispute. The action against the CDA officials was taken after the FIA completed its inquiry. Meanwhile, the investigation will also explore the involvement of other individuals potentially linked to the case.
Sajjadullah has served in the Estate Management-II directorate of CDA for several years, managing high-value commercial plots. Notably, he was involved in the allotment of a Blue Area commercial plot, which was allegedly allotted at a price far below its market value. At that time, Sajjadullah defended the allotment, stating it was approved by the then CDA chairman and advised by the authority’s legal wing.
Responding to the case, CDA officials confirmed that legal proceedings are ongoing and emphasized that the FIA is the investigating authority. They stated that the CDA, as an institution, will abide by the outcome of the investigation.
