    NADRA Reinforces Legal Status of Digital IDs, Urges Govt and Telecom Compliance

    ISLAMABAD: The National Database and Registration Authority (NADRA) has issued a fresh advisory emphasizing that digital identity cards carry the same legal validity as the traditional physical Computerised National Identity Cards (CNICs). This clarification comes in response to concerns that certain public sector offices continue to insist on the presentation of physical CNICs or photocopies, rather than accepting the digital versions. Such practices contradict the established legal and regulatory framework that governs the use of digital identities in Pakistan.

    In its official statement, NADRA highlighted that the Digital Identity Regulations, developed under the authority of the NADRA Ordinance, explicitly grant digital identity credentials full legal recognition. Specifically, Regulations 9 and 10 confirm that these digital credentials are legitimate proof of identity, equivalent to their physical counterparts. This regulatory backing aims to facilitate smoother and more secure identity verification processes across various sectors.

    Adopting digital ID cards more broadly is expected to significantly reduce the reliance on physical photocopies of identity documents, which often pose risks related to data privacy and identity theft. NADRA pointed out that accepting digital IDs will help safeguard citizens’ personal information by minimizing unnecessary document handling and potential misuse. The authority has therefore directed all government departments, public institutions, financial bodies, and telecom operators to strictly adhere to these regulations and accept digital identity cards without exception.

    For citizens encountering difficulties or refusals when presenting their digital IDs, NADRA has established an official complaint mechanism to address grievances promptly. This move underscores the authority’s commitment to ensuring that digital identities are seamlessly integrated into everyday administrative and commercial transactions.

    Looking ahead, NADRA is actively developing a robust and secure digital identity system designed to verify individuals’ identities efficiently while granting them access to a wide range of digital documents and services. This system will enable secure identification and authentication processes, facilitating easier access to both public and private sector digital platforms. Importantly, it will uphold principles of privacy, user consent, and data protection throughout all digital interactions.

    Central to this initiative are Verifiable Credentials—digital equivalents of essential documents such as CNICs, educational certificates, and professional licenses. These credentials can be securely stored online and shared electronically when needed, allowing individuals to prove their identity or qualifications without carrying physical paperwork. This digital approach not only enhances security but also provides instant verification capabilities while keeping control firmly in the hands of the user.

    In a related development, the federal government has recently approved amendments to the National Identity Card Rules, 2002, and the Pakistan Origin Card Rules, 2002. These changes introduce QR code-based verification mechanisms aimed at strengthening fraud prevention measures and improving citizen convenience. By integrating QR codes, the government seeks to modernize Pakistan’s identity document infrastructure, making identity verification faster, more transparent, and more reliable across various government departments and regulated sectors.

    The updated framework will also expand biometric recognition capabilities and update card formats to better serve different categories of citizens. This comprehensive modernization effort is expected to reduce manual verification processes, lower the risk of identity fraud and impersonation, and enhance overall trust in the country’s identity management systems.

    As Pakistan moves toward a more digital future, NADRA’s initiatives reflect a broader commitment to leveraging technology for improved governance, security, and citizen services. The adoption of legally recognized digital IDs and advanced verification tools marks a significant step forward in streamlining identity management nationwide.
