Pakistan’s Power Sector Launches First Data Governance Council for Integration

The government of Pakistan has initiated the country’s first-ever Data Governance Council within the public sector, aiming to modernize and unify data management across the power sector. This move marks a crucial advancement toward digital transformation and more informed decision-making.

Led by Federal Minister for Energy Awais Leghari, the council includes representatives from all major power sector entities, such as generation companies (GENCOs), distribution companies (DISCOs), transmission firms, and regulatory authorities. The formation of this council was carried out in collaboration with the Pakistan Digital Authority, with the goal of establishing a standardized and integrated data ecosystem.

In a significant development, the council will supervise the creation of a centralized data repository that consolidates information from various sector players into a single, verified, and reliable platform. This system follows the internationally recognized DAMA-DMBOK framework, which sets best practices for data governance and management.

Previously, individual institutions maintained separate databases, leading to inconsistent data, poor quality control, and security vulnerabilities. These challenges contributed to conflicting reports and hindered effective planning and policy development within the energy sector.

With the new framework, stakeholders including planners, regulators, and investors will have access to a unified dataset, facilitating more accurate demand forecasting, enhanced infrastructure planning, and timely risk assessment.

Meanwhile, the Power Division emphasized that this initiative underlines the government’s acknowledgment of data as a vital national asset and a catalyst for governance reform. The availability of standardized and verified data is expected to boost transparency and create a more attractive environment for long-term foreign investment in the energy sector.

Officials expressed confidence that the council will streamline decision-making and optimize resource allocation, positioning Pakistan as a dependable and investment-friendly market. The government hailed the establishment of the Data Governance Council as a historic milestone toward fostering a transparent, accountable, and efficient governance framework in the power sector.
