    IOC Provisionally Lifts Ban on Russian Olympic Committee Before LA 2028

    The International Olympic Committee (IOC) announced on Tuesday the provisional lifting of the suspension imposed on the Russian Olympic Committee (ROC), paving the way for Russian athletes to participate once again in international competitions, including qualification tournaments for the Los Angeles 2028 Olympic Games.

    The IOC Executive Board declared that it had decided to temporarily end the ban, which had been in effect since October 2023, after concluding that the circumstances leading to the suspension no longer apply. However, the IOC has yet to determine whether Russian athletes and teams will be permitted to compete under their national flag, colors, and anthem at future Olympic events.

    Previously, Russian competitors took part as neutral athletes at the Paris 2024 Summer Olympics and the Milano Cortina 2026 Winter Olympics, under restrictions imposed due to Russia’s military actions in Ukraine.

    In a related move, the IOC recommended that international sports federations halt the ongoing three-year process of evaluating Russian athletes for neutral status ahead of the 2028 Olympics qualification. Additionally, the IOC relaxed entry requirements for Russian athletes and teams.

    The original suspension was enforced after the Russian Olympic Committee recognized regional sports organizations from the Ukrainian territories of Donetsk, Luhansk, Kherson, and Zaporizhzhia—regions Russia claims to have annexed. At that time, the IOC stated this recognition breached the Olympic Charter by violating the territorial integrity of Ukraine’s National Olympic Committee.

    The IOC had emphasized that the unilateral action by the Russian Olympic Committee was a clear violation of the Olympic Charter and the territorial sovereignty of Ukraine as acknowledged by the IOC. Following this, the IOC also suspended funding to the ROC, though individual Russian athletes competing under neutral status were unaffected by these sanctions.

    Despite the provisional reinstatement, the IOC underscored that a final decision regarding the restoration of Russia’s national symbols in the Olympic Games will be made at an appropriate future date.

    The upcoming Olympic event is the 2026 Youth Summer Olympic Games in Dakar, Senegal, set to commence on October 31. This decision signifies a major development toward Russia’s gradual reintegration into the Olympic community after nearly three years of restrictions, though full reinstatement depends on forthcoming IOC determinations.
