UK Imposes Sanctions on Cambodia Scam Hub and Crypto Platform

On Thursday, the United Kingdom imposed sanctions on the operators of what it identified as the largest fraud compound in Cambodia, alongside an online cryptocurrency marketplace involved in trading stolen personal data. This move aims to shield UK residents from organized online scams.

In a significant development, the UK government described the action as part of its ongoing efforts to dismantle a rapidly expanding network of “scam centres” in Southeast Asia. These centres reportedly confine workers within guarded compounds, coercing them into conducting online fraud schemes.

The Foreign Office highlighted that these operations have targeted victims worldwide through various deceptive tactics, including fake investment opportunities and fabricated romantic relationships. Among the designated entities is Legend Innovation, which manages a newly uncovered Cambodian compound dubbed “#8 Park.” This site is noted as Cambodia’s largest scam facility, with the capacity to hold up to 20,000 trafficked workers.

Additionally, sanctions were placed on Xinbi, a Chinese-language cryptocurrency marketplace that offers tools and services exploited by fraud networks. These include the sale of stolen personal data and satellite communication devices. Attempts to contact Legend Innovation and Xinbi for comment were unsuccessful.

The sanctions target these two organizations along with three individuals and include the freezing of several London properties connected to the network. Notably, this includes a £9 million ($12 million) penthouse near Westminster.

Foreign Office Minister Stephen Doughty emphasized that the measures are designed to send a strong message. He stated, “We will not allow British people to become victims of these dreadful scams or tolerate the awful human rights abuses perpetrated in these scam centres.”

These latest sanctions build on coordinated efforts with the United States last year against Cambodia’s Prince Group. That action reportedly contributed to regional raids and the shutdown of hundreds of scam operations across the area.
