    Khawaja Asif Urges PCB Reforms Amid Political Debate on Governance Restructuring

    Defence Minister Khawaja Asif on Sunday emphasized the need for comprehensive reforms within the Pakistan Cricket Board (PCB), highlighting that the board faces no institutional or political barriers to implementing meaningful changes. He urged the PCB leadership to deliver tangible results in response to growing public dissatisfaction with its performance.

    Asif pointed out that systems must continuously evolve, using the PCB as an example where fans remain largely discontented due to the absence of significant reforms. He challenged the board to initiate a genuine transformation, noting that unlike other institutions, the PCB operates without interference from the prime minister, parliament, or any outdated political frameworks, granting it full authority to act decisively.

    Meanwhile, Interior Minister and PCB Chairman Mohsin Naqvi recently ignited a nationwide political debate by advocating for a fundamental restructuring of Pakistan’s governance. Speaking at the Pakistan Economic Summit in Islamabad on Thursday, Naqvi described the current system as completely broken and incapable of addressing the country’s challenges. He called for political parties to collaboratively resolve outstanding issues, including the creation of new provinces and administrative units, warning that failure to do so would perpetuate disputes for another decade.

    Naqvi argued that establishing new administrative units would improve government service delivery and called for fresh political leadership. He emphasized the aspirations of Pakistan’s youth for justice, merit, and employment over subsidies or handouts.

    The Pakistan Peoples Party (PPP) responded by referring the matter to its Central Executive Committee. Secretary General Nayyar Bokhari stressed that any restructuring must adhere to constitutional procedures, requiring two-thirds majorities in provincial assemblies, the National Assembly, and the Senate. He urged Khawaja Asif, whose party governs Punjab and the federal government, to initiate the process in Punjab, referencing a pending resolution in the Punjab Assembly. Bokhari also called for federal ministers to raise the issue in cabinet, followed by consultations between Prime Minister Shehbaz Sharif and PPP Chairman Bilawal Bhutto-Zardari, with the CEC ultimately ensuring compliance with constitutional and democratic norms. He added that criticism of the system should be voiced within parliament rather than through the media.

    Sindh Chief Minister Murad Ali Shah outright rejected the proposal, dismissing it as a stereotype unacceptable to his province. Speaking in Bhit Shah, he questioned what exactly had “collapsed,” noting that all four provinces currently have functioning governments under different parties. He urged Naqvi to present concrete proposals.

    The Lahore High Court Bar Association also condemned Naqvi’s remarks as unconstitutional, arguing that those responsible for weakening the existing order were now proposing to replace it. The association underscored the importance of strict adherence to the Constitution and judicial independence for the country’s stability. It demanded the release of political workers allegedly detained on fabricated charges and called for an end to state interference in politics.

    In a significant development, DG ISPR Lieutenant General Ahmed Sharif Chaudhry supported Naqvi’s call for new administrative units, emphasizing that good governance is essential for Pakistan’s security and stability. Speaking at a press conference on Friday, he noted that the National Action Plan’s 14-point agenda, backed by consensus among political parties, cannot be implemented without effective governance.

    While the military refrains from dictating how governance reforms should be achieved, the DG ISPR stressed the importance of serious discussion among politicians and political parties. Highlighting Pakistan’s population of 240-250 million spread across just four provinces, he suggested examining whether the current structure adequately supports good governance. He called for a sensible debate involving those in power, former office-holders, and elected representatives accountable to the public.

    Lieutenant General Chaudhry underscored that the people’s will is paramount and any administrative restructuring must proceed through constitutional channels, legal procedures, and political representatives, not outside these frameworks.
