Governor’s rule and a state of emergency have been imposed in Khyber Pakhtunkhwa (KP) to maintain law and order, with President Asif Ali Zardari’s approval. Separately, the federal government on Sunday named Dr Muhammad Fakhre Alam Irfan as the province’s new chief secretary.
A notification said his appointment takes effect immediately. A separate notice also covered the appointment of a new provincial chief administrator.
Presidential summary cites rising terror attacks
President Zardari signed the summary under Articles 232 and 234 of the Constitution, acting on the advice of Prime Minister Shehbaz Sharif. The proclamation cited an extraordinary increase in terrorist incidents and grave security threats as grounds for the emergency measures.
It said attacks on government installations and law enforcement agencies had risen, creating serious risks to security and public order. The declaration also stated that the provincial government had failed to take adequate steps against terrorism and lawlessness.

The proclamation refers to the governor’s report, which reportedly flagged disruptions to the constitutional system. The report alleged that the provincial government was not functioning in line with the Constitution.
