In a significant address marking the commencement of the new parliamentary year, President Asif Ali Zardari stood before a joint session of Pakistan’s parliament on Monday to reaffirm the nation’s unwavering commitment to defending its sovereignty and combating terrorism. His speech, which was his ninth to the legislature, also underscored the critical importance of pursuing economic stability and structural reforms to secure Pakistan’s long-term prosperity.

Reflecting on the past year, the president acknowledged the numerous challenges Pakistan faced but highlighted the country’s resilience, which was demonstrated through steadfast constitutional continuity, a united national front, and the professionalism exhibited by the armed forces. He emphasized that true strength is often revealed not only during times of crisis but also at pivotal moments when a nation must choose its path forward.

President Zardari urged lawmakers to remain vigilant in protecting Pakistan’s sovereignty and to work collectively towards strengthening constitutional governance. He stressed that economic transformation should be a top priority, as it is essential for achieving sustainable development and improving the living standards of all citizens. This call to action came amid ongoing efforts to stabilize the economy and implement reforms aimed at inclusive growth.

Turning to security concerns, the president addressed the heightened tensions along Pakistan’s eastern and western borders. He described Pakistan’s response to unprovoked attacks as measured yet firm, highlighting the military operation known as “Maarka-e-Haq” as a landmark strategic victory. This operation, he noted, successfully repelled aggression and reinforced Pakistan’s deterrence capabilities, sending a clear message to adversaries.

On the western front, President Zardari praised the decisive actions taken by security forces against cross-border incursions and terrorism. He made it clear that Pakistan will not tolerate any attempts to use neighboring territories to destabilize its internal peace and security. The president reminded the assembly that Pakistan has demonstrated only a fraction of its defensive capabilities to both India and Afghanistan, while reserving the right to fully defend its sovereignty under Article 51 of the United Nations Charter.

In his address, the president reiterated Pakistan’s steadfast diplomatic and moral support for the people of Jammu and Kashmir. He warned that without a just and peaceful resolution of the Kashmir dispute, lasting peace in South Asia would remain out of reach. This stance reflects Pakistan’s long-standing position on the Kashmir issue, which continues to be a central point of contention in regional geopolitics.

Highlighting Pakistan’s role as a responsible nuclear power, President Zardari acknowledged the gravity of the country’s nuclear responsibilities. He assured that while Pakistan remains committed to peace, it will respond decisively to any threats against its sovereignty and security. This balanced approach underscores Pakistan’s strategic posture in a volatile regional environment.

Addressing broader regional dynamics, the president condemned the ongoing conflict involving Iran and expressed condolences over the martyrdom of Iranian Supreme Leader Ayatollah Ali Khamenei. He also denounced recent attacks on Gulf countries, calling for restraint and diplomatic negotiations to prevent further escalation of tensions in the Middle East. These remarks highlight Pakistan’s interest in regional stability and its desire to play a constructive role in fostering peace.

President Zardari acknowledged international efforts that have contributed to de-escalating tensions between nuclear-armed neighbors in South Asia. He noted improving relations with the United States and praised the deepening strategic partnership with China, describing the bilateral ties as “iron-clad.” He expressed gratitude for China’s support during recent crises, underscoring the importance of these alliances for Pakistan’s geopolitical and economic security.

On the domestic front, the president emphasized the significance of upholding constitutional supremacy and fostering federal harmony. He pointed to the 18th Amendment as a milestone that enhanced provincial autonomy and participatory governance. Furthermore, he called for the effective operation of constitutional bodies such as the Council of Common Interests to ensure cooperative federalism and balanced development across provinces.

Water security emerged as a critical issue in his address, with President Zardari condemning India’s actions related to the Indus Waters Treaty. He described attempts to manipulate river flows as acts of “hydro-terrorism” and violations of international law. The president vowed that Pakistan would defend its water rights vigorously, emphasizing the need for national unity and legal clarity in this vital matter.

Turning to the economy, the president praised the government’s efforts in steering Pakistan away from the brink of economic collapse in 2022 and restoring macroeconomic stability. However, he stressed that maintaining stability is only the first step; the focus must now shift towards fostering inclusive growth, generating employment opportunities, and providing relief to salaried workers, pensioners, and small business owners who form the backbone of the economy.

He called for comprehensive structural reforms, including broadening the tax base and enhancing transparency in public financial management. The president highlighted the critical need for reforms in the energy sector and advocated for a transition towards clean and renewable energy sources, which are essential for revitalizing industry and ensuring sustainable development.

Addressing environmental and social concerns, President Zardari underscored the importance of climate-resilient agricultural practices, improved water resource management, and expanded social protection programs. He specifically mentioned strengthening the Benazir Income Support Programme (BISP) to uplift vulnerable populations and reduce poverty, reflecting the government’s commitment to social welfare.

Women’s empowerment was another key theme in his speech. The president urged the removal of barriers that hinder women’s safety, access to digital technologies, and financial independence. He emphasized that empowering women is not only a matter of social justice but also a crucial driver of national progress and economic growth.

Concluding his address, President Zardari linked the pillars of national strength—security, economic stability, and constitutional governance—as interdependent elements vital for Pakistan’s future. He called on parliamentarians to prioritize these areas as they embark on the new legislative year, reiterating the nation’s resolve to protect its sovereignty, eradicate terrorism, and build a prosperous, democratic Pakistan.

“As we begin this new parliamentary year, our priorities must remain clear: protect sovereignty, eliminate terrorism, build on economic stability towards growth and job creation, strengthen federal harmony and deepen democratic governance,” he declared, ending on a patriotic note with the slogans, “Pakistan Zindabad. Parliament Paindabad.”
