    New Four-Year Hajj Policy Allows Pilgrims to Select Preferred Year

    ISLAMABAD: In a significant development, Federal Minister for Religious Affairs Sardar Muhammad Yousuf revealed a new four-year Hajj registration and waiting list system that allows pilgrims to select their preferred Hajj year in advance. This initiative marks the first time such an option will be available to pilgrims.

    During a press conference in Islamabad, the minister explained that pilgrims can register for their chosen Hajj year by paying approximately 10% of the total Hajj expenses at the time of registration. The policy, covering the years 2027 to 2030, aims to promote transparent and digital governance, enhance accountability, ensure merit-based selection, and improve logistical arrangements for pilgrims.

    He emphasized that this policy represents more than just procedural changes; it signals the start of fundamental and enduring reforms in the management of Hajj operations. The minister highlighted that contracts for accommodation, transport, catering, air travel, and cargo services could be extended for three to four years, which is expected to raise service quality while lowering costs.

    All phases of the Hajj process—from registration and grievance handling to post-Hajj evaluations—will be conducted through a fully digital platform, ensuring efficiency and transparency. Regarding the quota system, the minister stated that the division between government and private Hajj schemes will remain at 60% and 40%, respectively, for the duration of the policy, unless the federal cabinet decides otherwise.

    He further noted that the government intends to gradually shift its role from direct management to that of regulator, monitor, and quality assurer, thereby increasing private sector participation. Pilgrims will be selected on a “first come, first served” basis through a transparent digital waiting list, ensuring fairness in the process.

    Additionally, the Government Hajj Scheme will introduce multiple packages with varying durations, allowing pilgrims to choose options that best suit their preferences and convenience. All procurement and contracts will be awarded transparently, adhering to government procurement regulations in both Pakistan and Saudi Arabia.

    The minister assured that any surplus funds remaining after Hajj operations will be refunded to the pilgrims. Both public and private Hajj arrangements will undergo impartial reviews by an independent third party to enhance service quality further. Registration and monitoring of private Hajj companies will be based on their performance and compliance with service standards rather than quota allocation alone.
