Kuwait’s Ministry of Communications has issued Administrative Circular No. 15 of 2026, which lays down rules on official attire and general appearance for its employees. The ministry said the aim is to tighten workplace discipline, project a professional image and improve the working environment.
The circular was issued to help the ministry regulate the workplace and enforce professional conduct standards. It also draws on the Civil Service Law, its regulations, and the Code of Conduct for employees of government agencies.
Dress standards and appearance expectations for staff
The circular stresses that staff appearance reflects on government institutions, particularly departments that serve the public directly. It sets approved dress standards for male and female employees, taking into account the nature of their duties and the customs and traditions of Kuwaiti society.
Among the items the circular rules out are:
- Informal clothing unsuitable for the employee’s duties
- Clothing with inappropriate slogans, drawings or symbols that conflict with public service requirements
Special consideration is given to health and safety for technical, field and operational staff. Relevant authorities will decide the personal protective equipment those workers need.
Enforcement, violations and performance reviews
Compliance is part of employees’ official duties, and violations will be subject to administrative measures under civil service laws and regulations. Adherence to the dress code will also be counted among the criteria in annual performance evaluations.
Heads of sectors, departments and organisational units are responsible for monitoring compliance and taking necessary action when violations occur.
