Pakistan Summons Indian Envoy Over Killing of Civilians Near Kasur

Pakistan summoned India’s Chargé d’Affaires Dr Satyanjal Pandey to the Ministry of Foreign Affairs on Saturday to register a strong protest regarding the killing of two Pakistani civilians by Indian Border Security Force (BSF) personnel along the International Border in Kasur’s Bedian Sector. The incident took place on October 2, as stated by the Foreign Office.

Islamabad condemned the BSF’s use of “unprovoked lethal force” against unarmed civilians, describing the action as entirely unjustified and grossly disproportionate. The statement expressed deep regret over the tragic loss of two innocent lives. Pakistan also firmly rejected any claims labeling the deceased as “infiltrators.”

The Foreign Office emphasized that the incident represented a serious breach of fundamental human rights, including the right to life, and raised grave concerns about the protection of civilian lives under international law. Pakistan called on India to initiate an immediate, transparent, and credible investigation into the matter and to take suitable disciplinary and legal measures against those responsible.

Moreover, Islamabad demanded that India formally share the findings of the investigation and the actions taken with the Pakistani government. It also urged India to uphold fundamental human rights, adhere strictly to bilateral agreements and border protocols, and exercise maximum restraint in such situations. The Foreign Office stressed the need for effective measures to prevent recurrence of similar incidents.

security sources, the two civilians killed and another injured were unarmed local residents from Ladhar village who had moved only a few steps beyond a border pillar when BSF personnel allegedly opened fire without warning. The deceased were identified as Azmat Rasool, son of Ataullah, and Mohsin Jutt, both from Jattan Wali Haveli in Ladhar. The third man sustained injuries in the firing.

Sources described the shooting as unprovoked and a violation of the border agreement and established standard operating procedures. In contrast, Indian media reports labeled the three men as infiltrators, a characterization rejected by Pakistani sources who maintained that none had attempted to cross the border fence.

In a significant development, this incident occurred just one day after Pakistan disputed Indian claims that its forces had killed a former Pakistani soldier allegedly linked to a militant group in Indian Illegally Occupied Jammu and Kashmir (IIOJK). Pakistan’s military presented the soldier alive at a press conference, intensifying tensions between the two nuclear-armed neighbors.

These recent events come less than 18 months after the most serious military confrontation between Pakistan and India in years. Relations sharply deteriorated following an April 2025 attack in Pahalgam that killed 26 people. India accused Pakistan of supporting the attackers and conducted airstrikes inside Pakistan the next month. Pakistan denied involvement and retaliated militarily, claiming to have shot down seven Indian fighter jets before a ceasefire ended four days of fighting.
