The Ministry of IT and Telecom in Pakistan has unveiled the Upskilling Training Program (USTP), a new initiative designed to enhance skills within the semiconductor sector. This effort is part of a broader government strategy to bolster Pakistan’s standing in the global technology arena.
The USTP, launched under the National Semiconductor HR Development Program (NSHRDP) known as INSPIRE, is supported by a budget allocation of Rs. 4.844 billion. It stands as a flagship project championed by Prime Minister Shehbaz Sharif. The Pakistan Software Export Board (PSEB) is responsible for implementing the program, focusing on cultivating a strong talent pool that meets international industry standards.
In a significant development, a training agreement has been formalized between the Ghulam Ishaq Khan Institute of Engineering Sciences and Technology (GIKI) and NED University of Engineering and Technology. This contract outlines plans to provide participants with specialized expertise in semiconductor technologies, emphasizing Digital Design and Verification.
The upskilling training will span four months, with GIKI leading the training efforts and NED University contributing to the broader goal of preparing a skilled, industry-ready workforce. The training sessions are set to begin in May 2026, following preparatory activities scheduled for April 2026.
The award ceremony marking this collaboration was attended by senior figures, including the Chairman of the INSPIRE Project Steering Committee, the Vice-Chancellor of NED University, the Rector of GIKI, and other key representatives from academia and industry.
Federal Minister for IT & Telecom, Shaza Fatima Khawaja, highlighted the government’s firm dedication to empowering Pakistan’s youth and facilitating their engagement in advanced global technology sectors. She noted that semiconductor technology is pivotal to modern innovation and economic development, and this program could enable Pakistan to integrate into the global semiconductor value chain.
The Minister expressed optimism that the partnership between academic institutions and the government will yield significant benefits for Pakistan’s digital future. The Ministry reaffirmed its ongoing commitment to advancing the government’s digital economy agenda and realizing the Prime Minister’s vision of a Digital Nation Pakistan.
