    Pakistan Launches Advanced QR-Enabled National ID System Under Unified Identity Vision

    In a significant move to modernize the country’s identity verification framework, the federal government of Pakistan has officially rolled out an upgraded National Identity Card (NIC) and Pakistan Origin Card (POC) system. This initiative is part of the broader “One Nation – One Identity” vision aimed at unifying and streamlining citizen identification across the country. The latest reforms, formalized through S.R.O. 330(I)/2026 and S.R.O. 331(I)/2026, were published in the official Gazette on February 24, 2026, marking a pivotal step toward enhancing security and service efficiency.

    One of the most notable features of this overhaul is the integration of Quick Response (QR) codes on all identity documents. These QR codes serve as secure, machine-readable two-dimensional barcodes that store encrypted personal information, enabling instant and reliable verification through scanning devices. This advancement not only expedites identity checks but also significantly reduces the risk of forgery and impersonation. Moreover, the government has introduced a flexible provision allowing the use of QR codes or any other emerging technological features, ensuring the system remains adaptable to future innovations without the need for frequent legal updates.

    Under the revamped framework, citizens will now be issued a single, standardized identity card, replacing the previously existing chip-based and non-chip formats. This unified card system is designed to strengthen Pakistan’s digital identity ecosystem by seamlessly integrating with the National Data Exchange Layer. Such integration facilitates faster verification processes both online and offline, streamlining public service delivery and enhancing overall user experience. The move also fortifies the country’s defenses against identity fraud by enabling real-time authentication and immediate blocking of suspended cards across all platforms.

    In addition to technological upgrades, biometric security measures have been significantly enhanced. The new system officially recognizes fingerprints and iris scans as valid authentication methods, adopting a multi-modal biometric approach to reinforce identity protection. This development is expected to build greater digital trust among citizens and institutions alike, ensuring that identity verification is both robust and reliable.

    Addressing the needs of senior citizens, the government has introduced lifetime-validity identity cards for individuals aged 60 and above, including overseas Pakistanis. These cards will feature a distinctive senior citizen logo, eliminating the hassle of periodic renewals and simplifying access to various services for elderly citizens. This thoughtful provision reflects a commitment to inclusivity and ease of use for all segments of the population.

    Furthermore, the reforms bring clarity and standardization to the identification of residents in Azad Jammu and Kashmir (AJK). New ID cards for AJK residents will include specific inscriptions that clearly denote their residency status, ensuring uniformity and recognition across different administrative and service platforms. Alongside this, updated specimen formats have been introduced for a wide range of identity categories, including resident citizens, overseas Pakistanis, persons with disabilities, child registration certificates, organ donors, and combined categories. All these formats incorporate the new QR-based security features and adhere to a unified design language, reinforcing the coherence and security of the national identity system.

    Overall, the 2026 amendments represent a comprehensive effort to strengthen Pakistan’s national identity infrastructure. By embedding advanced digital security features, enabling instantaneous verification, and reducing opportunities for fraud, these reforms aim to enhance public trust and improve the efficiency of government services. The establishment of a modern, interoperable identity architecture marks a forward-looking approach that aligns Pakistan with global best practices in identity management and digital governance.
