The Punjab Home Department has introduced stringent safety regulations for kite flying in 2027, prohibiting the use of structurally unsafe rooftops and granting district officials the authority to inspect buildings, halt kite flying on vulnerable structures, and seal or close sites violating the rules.
These guidelines aim to safeguard human lives during authorized kite flying activities in designated districts. A notification dated April 24, 2026, states that the rules were established under Section 16 of the Punjab Regulation of Kite Flying Act, 2025, alongside Regulation 23 of the Punjab Kite Flying Regulations, 2025.
the instructions, no individual is allowed to use or permit the use of any rooftop deemed structurally unsafe for kite flying. Property owners must ensure their rooftops can safely support the number of people present, while parapets on rooftops must be at least 3.5 feet in height to enhance safety.
Deputy commissioners have been empowered to assess older or fragile buildings and prohibit kite flying from any rooftop found to be unsafe. The guidelines also explicitly ban overcrowding on rooftops and forbid kite flying during adverse weather conditions such as strong winds, rain, thunderstorms, or low visibility.
Responsibility for children’s safety is placed primarily on parents and guardians, while property owners or managers share accountability for implementing adequate safety measures. Additionally, the use of loud music, DJ systems, and other high-decibel sound equipment is strictly prohibited during kite flying events.
Authorized officers from district administrations, police, and related departments will have the power to inspect premises likely to be used for kite flying during the permitted period. Any obstruction of these inspections may result in legal consequences.
The Home Department has mandated that anyone planning to use rooftops for kite flying in the upcoming event must comply with all safety requirements by December 31 of the previous year. Citizens have been strongly urged to prioritize human life over recreational activities.
