    Punjab Assembly Endorses High Security Zones Bill and Strengthens Oversight Laws in 2026

    The Punjab Assembly’s Standing Committee on Home Affairs has recently given its approval to the High Security Zones Establishment Bill 2026, a significant legislative step aimed at bolstering public safety and maintaining law and order across the province. This bill empowers the provincial government with the authority to designate specific areas as high-security zones, where stricter regulations can be enforced to prevent activities that may jeopardize security.

    During the committee meeting held in Lahore, the bill was discussed in detail, highlighting its provisions which allow the government to impose restrictions on public gatherings, protests, and other events that could potentially disrupt peace or threaten the safety of citizens. The legislation is designed to create a clear legal framework for managing public assemblies, ensuring that security concerns are balanced with citizens’ rights to gather and express themselves.

    In addition to the High Security Zones Bill, the committee unanimously passed the Punjab Waqf, Trusts, and Cooperative Societies Monitoring Bill 2026. This new law aims to introduce a comprehensive oversight mechanism for waqf properties, trusts, and cooperative societies operating within Punjab. By establishing stricter regulatory controls, the bill seeks to enhance transparency and accountability in the management of these institutions, which play a crucial role in social welfare and community development.

    One of the key features of the Waqf and Trusts Monitoring Bill is the requirement to maintain accurate records of the actual owners or beneficiaries of properties and assets. This measure is expected to prevent misuse and ensure that these resources are managed responsibly. Furthermore, the bill proposes the formation of a dedicated commission or monitoring body tasked with overseeing these entities, fostering cooperation, and enforcing compliance with governance standards.

    Both pieces of legislation are anticipated to significantly improve public safety and institutional oversight across Punjab, addressing long-standing challenges related to security and administrative transparency. These developments come at a time when the provincial government is intensifying efforts to strengthen law enforcement and regulatory frameworks.

    Meanwhile, in a related move to enhance the province’s security infrastructure, Punjab Chief Minister Maryam Nawaz Sharif has approved a comprehensive transformation of the Crime Control Department (CCD). The department is set to be upgraded into a premier investigative agency with expanded capabilities aimed at preventing crime more effectively and restoring public confidence in law enforcement.

    The revamped CCD will draw inspiration from the world’s leading crime control agencies, incorporating cutting-edge forensic technology, advanced investigative tools, artificial intelligence software, and sophisticated intelligence surveillance systems. This modernization will position the CCD as the most technologically advanced law enforcement body in Pakistan, equipped to handle complex criminal investigations with greater precision.

    To support these enhancements, the government has also sanctioned the construction of a fully equipped headquarters for the CCD. Additionally, new offices, stations, and residential facilities will be established at every administrative level, including divisions, districts, and tehsils throughout Punjab. This widespread infrastructure development will ensure that officers have access to the latest monitoring and tracking technologies, enabling more efficient crime detection and prevention.

    These legislative and administrative reforms reflect Punjab’s commitment to creating a safer environment for its citizens while promoting transparency and good governance. As these initiatives take shape, they are expected to bring about a more secure and well-regulated province, capable of addressing modern security challenges with innovation and accountability.
