    In a significant development, Russia’s Federal Security Service (FSB) has formally charged Pavel Durov, the founder of the popular messaging platform Telegram, with facilitating terrorism. The FSB alleges that Telegram has neglected to delete accounts and channels that are purportedly used by Ukraine’s secret service for recruitment purposes.
