Major General Faisal Naseer Named National Coordinator of NACTA

Major General Faisal Naseer has been appointed as the national coordinator of the National Counter Terrorism Authority (NACTA) for a three-year term on a secondment basis, effective immediately. This decision was formalized through a notification issued by the Establishment Division on Friday, following approval by the federal government under Section 9(1) of the NACTA Act, 2013.

Maj-Gen Naseer, who previously served as the director general of counterintelligence at the Inter-Services Intelligence (ISI), will now oversee and coordinate Pakistan’s counter-terrorism initiatives through NACTA. His appointment comes amid ongoing efforts by the government to enhance the country’s response to militant violence and improve collaboration among agencies involved in counter-terrorism operations.

Established in 2008 under the Ministry of Interior, NACTA functions as the central authority responsible for coordinating nationwide counter-terrorism and counter-extremism strategies. It formulates comprehensive national plans, supervises their implementation, and regularly reports progress to the federal government. Notably, NACTA also plays a key role in executing the 20-point National Action Plan adopted after the 2014 Army Public School attack in Peshawar.

In related administrative updates from the Establishment Division, Muhammad Riazuddin Khan, a Grade-21 Secretariat Group officer currently serving on special duty, has been appointed executive director of the State Life Insurance Corporation. Additionally, the federal government extended the contract of Federal Secretary for Information Technology Zarar Hasham Khan for an additional year, effective September 4, 2026.

Jahangir Mushtaq’s tenure as joint secretary at the Prime Minister’s Office was also extended by one year. Furthermore, the services of several police officers were reassigned: Grade-20 officer Naveed Ahmed Nisar Khawaja was placed at the disposal of the Frontier Constabulary; Grade-20 officer Muhammad Karim Khan was assigned to the Federal Investigation Agency (FIA); and Grade-19 officer Ahsan Saifullah was made available to the Punjab government.

Finally, a 14-day foreign leave was approved for Grade-20 officer Imran Javed, who was awaiting posting. All appointments, transfers, extensions, and other decisions were carried out in accordance with applicable rules and terms and conditions.
