KP Revises Public Service Commission Law, Curtails Governor’s Role

The Khyber Pakhtunkhwa (KP) government has enacted significant changes to the Public Service Commission Ordinance 2018, notably reducing the governor’s influence over appointments and administrative affairs of the commission.

The PSC Amendment Act 2026 was passed following a proposal presented by Provincial Law Minister Aftab Alam. This legislation empowers the provincial government to determine the number of commission members, staff strength, and their entitlements.

In a key modification, the chairman of the Public Service Commission will now be appointed by the governor based on the chief minister’s recommendation. Additionally, the commission’s annual performance report will be submitted to the provincial government rather than the governor. The government will then present this report to the provincial assembly, replacing the previous role of the governor in this process.

The amendment also grants the provincial government direct authority to formulate the commission’s rules and regulations. The changes will take immediate effect throughout the province upon official notification.

Furthermore, the government will nominate appropriate candidates for the chairman and members of the search committee responsible for appointments within the commission.
