    KP bill proposes enhanced privileges for speaker and deputy speaker

    The Khyber Pakhtunkhwa government has introduced a draft bill aimed at expanding the perks and privileges granted to the provincial assembly’s speaker and deputy speaker. The proposed amendments seek to revise the 1973 Act by transferring authority over salaries and allowances to a finance committee. This committee would also be responsible for deciding future salary increments for the speaker, deputy speaker, and other assembly members.

    Notably, the draft bill grants complete immunity from arrest to the speaker and deputy speaker during their tenure. It also prohibits law enforcement agencies from conducting raids at their residences, enhancing their legal protections while in office. Furthermore, the proposal ensures that these officials retain their official privileges even after the dissolution of the assembly.

    Under the suggested framework, the finance committee would determine rent and other expenses if government-provided accommodation is unavailable. The bill also includes provisions for telephone, internet, and official mobile phones to be supplied at both the offices and residences of the two top officials.

    In addition, the draft permits state-funded travel for the spouses and children of the speaker and deputy speaker during both domestic and international trips. They would also be allowed to bring two staff members on official visits, with all related expenses covered by the government. The officials would have authorization to use helicopters and special aircraft for official duties, further enhancing their mobility and security.

    Post-retirement benefits outlined in the bill include a Grade-17 personal secretary, an assistant, a cook, a naib qasid, and a driver. Former speakers would also receive Category-B security arrangements after leaving office.

    Government spokesperson Shafi Jan confirmed that these amendments are currently under review and have been forwarded to the finance committee. He clarified that the bill remains in the proposal stage and will be presented to the provincial cabinet before being officially tabled in the Khyber Pakhtunkhwa Assembly for approval.
