    NEPRA Updates Net Metering Rules Under Solar Regulations 2026

    The National Electric Power Regulatory Authority (NEPRA) has revised the Solar Regulations 2026, issuing an updated notification concerning net metering. The new directive ensures that existing agreements for current solar net metering consumers will remain unchanged. Licenses for already registered solar users will stay valid until their expiration, and billing will continue under the terms of their original contracts.

    However, the notification specifies that any consumer who modifies their solar capacity will no longer be eligible for the previous rates. These updated regulations are scheduled to take effect on February 9, 2026. Earlier, NEPRA had discontinued the “unit-for-unit” net metering system, implementing changes to the billing framework for solar energy users.

    In a significant development on February 11, 2026, Prime Minister Shehbaz Sharif addressed the new NEPRA regulations during a special meeting. He instructed the Power Division to submit a review appeal to NEPRA to protect the existing contracts of solar consumers. The Prime Minister emphasized the importance of safeguarding the rights of current solar users and highlighted that the financial burden of 466,000 solar consumers should not be transferred to the more than 37.6 million other electricity users.

    He further directed the Power Division to develop a comprehensive strategy to resolve the issue effectively. The meeting was attended by Deputy Prime Minister Ishaq Dar, Ahad Cheema, Atta Tarar, Ali Pervaiz Malik, Awais Leghari, and other senior officials.
