IAEA Endorses Safeguards Agreement for Pakistan’s Chashma-5 Nuclear Power Project

The International Atomic Energy Agency (IAEA) has formally granted unanimous approval to the Safeguards Agreement with Pakistan concerning the application of safeguards at Unit 5 of the Chashma Nuclear Power Plant, known as Chashma-5. This endorsement reflects growing international trust in Pakistan’s dedication to utilizing nuclear technology strictly for peaceful and civilian energy purposes. The decision marks a pivotal moment in Pakistan’s ongoing efforts to expand its clean energy infrastructure while adhering to global nuclear safety protocols.

Chashma-5 is designed to be a state-of-the-art Pressurized Water Reactor (PWR) with a planned electricity generation capacity of 1,200 megawatts (MW). The project is slated to become operational by the year 2030, adding a significant new source of low-carbon electricity to Pakistan’s national grid. Once functional, this facility will play a crucial role in bolstering the country’s energy security by reducing reliance on fossil fuels. Moreover, it will contribute meaningfully to Pakistan’s climate change mitigation strategies and support sustainable economic development by providing a stable and environmentally friendly power supply.

Currently, Pakistan operates a total of six nuclear power plants with an aggregate capacity of 3,530 MW. These plants have demonstrated remarkable operational efficiency, maintaining an average capacity factor exceeding 90 percent. Nuclear energy already constitutes approximately 18.3 percent of the country’s overall electricity generation mix, and it accounts for 34 percent of the total low-carbon energy production. This impressive track record is underpinned by more than a century of cumulative reactor operation years, all conducted under stringent safety, security, and safeguard measures.

The IAEA’s approval of the safeguards agreement for Chashma-5 not only highlights Pakistan’s commitment to international nuclear non-proliferation standards but also reinforces the country’s strategic vision for a diversified and sustainable energy portfolio. This development is expected to encourage further international cooperation and investment in Pakistan’s nuclear energy sector. It also serves as a testament to the rigorous regulatory framework and transparent practices Pakistan has implemented to ensure the safe and peaceful use of nuclear technology.

Looking ahead, the successful integration of Chashma-5 into the national grid will be a major step forward in Pakistan’s clean energy journey. It will help meet the growing electricity demand driven by population growth and industrial expansion while simultaneously addressing environmental concerns. The project aligns with global trends emphasizing low-carbon energy sources and demonstrates Pakistan’s proactive approach to balancing economic growth with ecological responsibility.
