Punjab to Transform Crime Control Department into Advanced Premier Investigation Agency

Punjab Chief Minister Maryam Nawaz Sharif has given the green light to a sweeping reform of the province’s Crime Control Department (CCD), aiming to elevate it into a Premier Investigation Agency (PIA). This transformation is designed to significantly enhance crime prevention capabilities and restore greater public trust in law enforcement institutions across Punjab. The initiative reflects the government’s commitment to modernizing policing methods and adopting global best practices in criminal investigations.

Under this ambitious plan, the department’s responsibilities will be broadened considerably. The new operational framework will draw inspiration from internationally renowned crime-fighting agencies, incorporating their successful strategies and technologies. This shift will enable the CCD to function with a higher degree of professionalism and efficiency, addressing complex criminal activities with improved precision and speed.

One of the most notable aspects of the upgrade is the integration of cutting-edge forensic tools and investigative technologies. The revamped agency will be outfitted with state-of-the-art equipment, including artificial intelligence-driven software, advanced surveillance systems, and modern forensic laboratories. These enhancements are expected to place the CCD among the most technologically sophisticated law enforcement bodies in Pakistan, capable of tackling crimes with scientific rigor and data-driven approaches.

In addition to technological advancements, the Chief Minister has approved the construction of a fully equipped central headquarters for the CCD. This facility will serve as the nerve center for coordinating investigations and managing resources efficiently. Furthermore, the government plans to establish dedicated offices, police stations, and residential accommodations for officers in every division, district, and tehsil throughout Punjab. This decentralized infrastructure will ensure that law enforcement presence is strengthened at the grassroots level, facilitating quicker response times and better community engagement.

To complement these structural improvements, officers will be provided with sophisticated monitoring and tracking tools. These devices will enhance their ability to follow criminal movements and gather actionable intelligence, ultimately leading to more successful investigations and higher conviction rates. The government’s broader security agenda also includes a targeted campaign against illegal firearms, scheduled to commence after Eid-ul-Fitr. This crackdown aims to reduce the circulation of unlicensed weapons, which are often linked to violent crimes.

Recent data indicates that ongoing security measures have already contributed to a decline in various types of crime across Punjab. There has been a noticeable reduction in murder rates and offenses against women, alongside decreases in robberies, mobile and bag snatching incidents, vehicle thefts, attempted murders, and kidnappings for ransom compared to the previous year. These positive trends underscore the effectiveness of the current law enforcement strategies and the potential impact of the planned reforms.

In parallel with operational upgrades, the Punjab government is preparing new legislation aimed at curbing the possession and use of illegal weapons. This legal framework will support enforcement efforts and provide stronger deterrents against criminal activities involving firearms. Moreover, the CCD has been assigned a critical role in addressing acid attacks and other violent crimes targeting women, reflecting a growing focus on protecting vulnerable populations and promoting gender-based safety.

Looking ahead, authorities intend to establish a modern crime research center within the province. This facility will support investigative work by analyzing crime patterns, developing innovative prevention strategies, and offering expert guidance to law enforcement agencies. Chief Minister Maryam Nawaz Sharif emphasized that these comprehensive reforms are part of a larger vision to modernize Punjab’s policing system, enhance public security, and set new benchmarks for crime control and investigative excellence across the region.
