Sudan’s al-Burhan Offers Immunity for National Dialogue, Excludes Hemedti

In a significant development in Sudan’s ongoing political crisis, General Abdel Fattah al-Burhan has pledged temporary immunity and legal safeguards for those engaging in the country’s national dialogue. This move aims to encourage broad participation and foster a peaceful resolution to the conflict that has destabilized Sudan since the military coup in 2021. The dialogue is seen as a crucial step toward restoring civilian rule and addressing the grievances of various factions within the country.

Meanwhile, al-Burhan explicitly ruled out the return of Mohamed Hamdan Dagalo, known as Hemedti, a powerful paramilitary leader whose forces have been involved in violent clashes and political rivalry. Hemedti’s exclusion signals ongoing tensions within Sudan’s military leadership and highlights the challenges of uniting divergent groups under a single political framework. His absence from the dialogue may complicate efforts to achieve a comprehensive peace agreement.

The promise of immunity is intended to protect participants from prosecution, thereby reducing fears of retaliation and encouraging open discussions. This initiative reflects the delicate balance Sudan’s leadership must maintain to navigate internal divisions and international pressure for democratic transition. The outcome of this dialogue could significantly impact Sudan’s future stability and its relations with regional and global actors invested in peace and security in the Horn of Africa.
