Karachi, February 26, 2026 — In a significant development for urban transport in Sindh, the provincial government and the Asian Development Bank (ADB) have taken major steps toward revitalizing the Karachi Circular Railway (KCR) and expanding electric bus services across the region. The discussions took place during a high-level meeting at the Chief Minister’s House, where Sindh Chief Minister Syed Murad Ali Shah engaged with an ADB delegation headed by Country Director Emma Fan. Both parties expressed a strong commitment to fast-tracking essential transport and infrastructure projects that are expected to transform mobility in the province.
Chief Minister Murad Ali Shah emphasized that the revival of the Karachi Circular Railway remains a cornerstone of Sindh’s urban development strategy. He highlighted the critical role the KCR will play in alleviating Karachi’s chronic traffic congestion and serving as a vital feeder network for the city’s Bus Rapid Transit (BRT) system. “The Karachi Circular Railway is far more than just a transportation initiative; it is a lifeline for the city’s millions of residents,” he remarked. The chief minister further explained that the government is actively seeking both financial assistance and technical expertise to modernize the railway infrastructure and seamlessly integrate it within the broader urban planning framework of Karachi.
Restoring the KCR, Murad Ali Shah, is expected to bring multiple benefits including easing the city’s traffic woes, lowering carbon emissions, and stimulating economic activity in Pakistan’s largest metropolis. The project is envisioned as a sustainable solution that will not only improve daily commutes but also contribute to environmental preservation by reducing reliance on fossil fuels. The chief minister’s vision aligns with global trends toward greener, more efficient urban transport systems.
Emma Fan, the ADB Country Director, expressed her support for the KCR initiative and encouraged the Sindh government to promptly submit the necessary documentation. This step is crucial for the project to be formally reviewed and approved by the bank’s board. She underscored the importance of a well-prepared proposal to ensure timely financing and technical collaboration. The meeting also covered plans to expand electric bus services, not only in Karachi but also in other key cities such as Hyderabad, Sukkur, and Larkana. This initiative is part of a broader sustainable mobility framework aimed at promoting clean, energy-efficient public transportation options across the province.
Murad Ali Shah pointed out that the introduction of electric buses will significantly enhance public transport quality while addressing pressing environmental challenges. By reducing dependence on conventional fuels, the shift to electric vehicles is expected to play a vital role in Sindh’s climate change mitigation efforts. The ADB delegation discussed various financing models, including project readiness financing and potential co-financing arrangements, to support the rollout of these electric bus services. The provincial government committed to submitting a detailed proposal to move the project forward.
Beyond transport, the discussions also reviewed ADB’s comprehensive development pipeline for 2026–2029. This ambitious plan includes investments in critical sectors such as health, education, sustainable urban infrastructure, water supply, rural sanitation, coastal resilience, and public-private partnerships. Additionally, the meeting highlighted the need for additional funding to complete the Karachi BRT Red Line and to prepare new urban transport schemes that align with the province’s long-term development goals.
The chief minister stressed the importance of ensuring transparency, enhancing institutional capacity, and adhering to strict timelines to prevent project delays. He also noted that following the devastating floods of 2022, Sindh is prioritizing the reconstruction of infrastructure with a focus on climate resilience to better withstand future environmental challenges. The meeting concluded with both the Sindh government and the Asian Development Bank reaffirming their shared dedication to advancing transformative transport projects, particularly the Karachi Circular Railway and the expansion of electric bus services, as integral components of Sindh’s broader socio-economic development agenda.
