    Punjab Assembly Erupts Over Controversial Rs11 Billion Jet Purchase Amid Political Turmoil

    The recent sitting of the Punjab Assembly was marked by intense confrontations between the ruling treasury benches and opposition members, centering on the provincial government’s acquisition of a new aircraft valued at Rs11 billion. The session also witnessed heated discussions regarding the detention of opposition lawmakers and a series of legislative proposals introduced for consideration. These developments unfolded against a backdrop of growing political friction within the province.

    The controversy surrounding the purchase of the luxury jet took center stage when Pakistan People’s Party (PPP) Member of Provincial Assembly (MPA) Shazia Abid raised pointed questions about the aircraft’s intended use. She inquired whether the plane would serve official visits to the underdeveloped southern districts of Punjab or if its deployment would be limited to select purposes, implying concerns over transparency and equitable access. This line of questioning sparked a vigorous debate among lawmakers.

    Defending the government’s decision, Punjab Information Minister Azma Zahid Bukhari drew parallels with the Sindh government, highlighting that PPP Chairman Bilawal Bhutto Zardari utilizes Sindh’s official aircraft for governmental duties. She argued that similarly, the Punjab government has the right to operate its own aircraft as deemed necessary, emphasizing the need for provincial autonomy in such matters. Her remarks sought to justify the expenditure amid criticism from opposition ranks.

    Opposition Leader Moin Riaz Qureshi pressed for clarity on the financial aspects of the procurement, demanding to know which budget head had been tapped for this significant expenditure. He also questioned whether the jet was part of a broader plan to launch an “Air Punjab” service or if it was intended solely for the chief minister’s personal use. Qureshi condemned the purchase as an ill-timed extravagance, especially given Pakistan’s ongoing economic challenges, a sentiment that resonated strongly with opposition members who responded with emphatic slogans and desk-thumping to express their disapproval.

    In response, Government Chief Whip Rana Arshad challenged the opposition’s stance by pointing out that chief ministers in other provinces routinely travel on official aircraft. He questioned the basis of the opposition’s objections, suggesting that the criticism was politically motivated rather than grounded in genuine concern for public resources. This exchange underscored the deepening polarization within the assembly.

    Adding to the session’s volatility, tensions escalated over the reported arrest of nine opposition MPAs without the speaker’s prior consent. Opposition members argued that such detentions violated parliamentary norms and conventions. MPA Sardar Sarfraz Dogar claimed he had been unlawfully detained for three days and subsequently implicated in a fabricated First Information Report (FIR). He condemned these actions as contempt of the assembly, asserting that no member could be arrested without explicit approval from the speaker, thereby highlighting serious procedural breaches.

    Members of the treasury benches dismissed these allegations, accusing the opposition of hypocrisy and double standards. They cited previous arrests of prominent political figures, including Maryam Nawaz and her father, to argue that such measures were not unprecedented and were part of broader law enforcement efforts. This defensive posture further intensified the political divide.

    Earlier in the session, Minister Azma Zahid Bukhari addressed questions related to the Information and Public Relations Department. She announced ambitious plans to establish a dedicated facility equipped with modern infrastructure to consolidate all departmental offices under a single roof. This move aims to enhance operational efficiency and improve service delivery within the department.

    Regarding the Punjab Journalists Housing Foundation (PJHF), the minister confirmed plans to relocate its office from rented premises to a commercial property within the Press Club Society. This transition is expected to provide journalists with better facilities and a more stable working environment, reflecting the government’s commitment to supporting media professionals.

    On the topic of administrative reforms, Minister Bukhari acknowledged that past recruitment practices within her department had not always adhered to merit-based criteria. She unveiled a comprehensive restructuring initiative slated for the current year, which includes retaining only essential positions, eliminating redundant roles, and implementing rigorous performance evaluations for staff. These reforms aim to streamline the department and enhance accountability.

    The assembly also engaged in a general debate on law and order, led by Parliamentary Secretary Khalid Mahmood Ranjha. He asserted that crime rates across Punjab have declined, citing a reported reduction in rape cases, the recovery of illegal weapons, and ongoing operations targeting criminal gangs in the Katcha areas. However, opposition members challenged these claims, alleging that the government’s narrative masks political victimization and suppression of dissent.

    In addition to these debates, the House introduced several legislative measures, all of which were referred to relevant committees for detailed scrutiny over the next two months. These bills include the Child Marriage Restraint Ordinance 2026, amendments to the Punjab Protection of Ownership of Immovable Property Ordinance 2026, the Punjab Land Revenue (Amendment) Ordinance 2026, the Punjab Public Utilities Infrastructure Protection Ordinance 2026, the Punjab Waqf, Trust and Cooperative Societies (Monitoring) Bill 2026, the Punjab Sales Tax on Services (Amendment) Bill 2026, and the Punjab Infrastructure Development Cess (Amendment) Bill 2026. Each piece of legislation addresses critical social, economic, and administrative issues within the province.

    Furthermore, the government tabled proposed amendments to the Punjab Employees Social Security Ordinance 1965 to align it with the revised minimum wage of Rs40,000. The draft legislation highlighted a legal and administrative challenge arising from the unchanged statutory salary ceiling of Rs22,000, despite the wage increase. The amendments aim to validate social security contributions made since July 2022 and prevent an estimated loss of Rs24 billion to the provincial treasury. Upon committee review and gubernatorial approval, these changes will be enacted as the Punjab Provincial Employees Social Security (Amendment) Act 2026, representing a significant step toward improving workers’ welfare.

    Overall, the session reflected the complex interplay of governance, political rivalry, and legislative activity in Punjab, underscoring the challenges faced by the provincial government amid economic pressures and political opposition. The debates and decisions made during this sitting will likely have lasting implications for the province’s administrative and political landscape.
